I actually use to do this…but hate blotting off my makeup now or even touching up. I’d rather splurge on some oil-controlling products and not have to blot at all.

…I’ve only been to one public bathroom that had toilet seat covers.
You could just but like a dollar pack of tissue paper and cut some shapes out or just whatever and you are pretty much set for a while.. you can make a lot if little sheets out of tissue paper.. they work really well as oil absorbers!
